TllnothyJ.~dson <br /> <br />-7- <br /> <br />February 25, 1997 <br /> <br />5) Traffic analyses should account for all roadway changes that are anticipated to occur by the <br />year 2001. For example, the City is planning to construct Twin Lakes Parkway east of <br />Cleveland Avenue. The first phase of this project is the segment immediately east of <br />Cleveland Avenue at the location of the existing ramps to and from the north on 1-35W. It is <br />imperative that the analyses account for the planned Twin Lakes Parkway and associated <br />revisions to the intersection on Cleveland Avenue. <br /> <br />6) Traffic analyses at the intersections with the ramps to and from 1-35W should account for the <br />metering that Mn/DOT utilizes for the on-ramps. Extensive queues presently are experienced <br />on Cleveland Avenue during the p.m. peak period due to the metering on the entrance ramp to <br />northbound 1-35W. <br /> <br />7) Traffic study report should correctly identify the function of Cleveland Avenue, County Road <br />C, and County Road D. The report incorrectly labeled these routes as collectors. All three <br />routes are minor arterials, with portions of each designated as A minor arterials. <br /> <br />8) Site plan should be revised to provide access on Cleveland Avenue that is consistent with the <br />A minor arterial designation of that route. The site plan shown in Figure 4 of the EAW shows <br />eight access points along Cleveland Avenue. This frequency of access is much greater than <br />the standard for A minor arterials. The number of access points needs to be reduced in order <br />for Cleveland Avenue to safely and efficiently serve its A minor arterial function. <br /> <br />9) Trip generation and trip distribution projections should be reviewed and updated as needed to <br />represent valid forecasts. We noted several errors in the trip generation projections presented <br />in the existing study report. The trip distribution projections need to be carefully reviewed <br />because the existing study report utilized the same projections, with just two minor changes, <br />that were used in the 1985 report. <br /> <br />In closing, I would ask that you forward this comment letter to the City of Roseville for their use in <br />making decisions about the Centre Pointe EA W that are consistent with the needs of the City and with <br />applicable State Rules.
