Mr. Karl Keel
March 6, 1997
Page 4

2.6 Adjust background forecasts by the corresponding differences between
1990 counts and 1990 forecasts found in Roseville Comprehensive Plan
Update.

2.7 Factor daily background forecasts to reflect PM peak hour conditions
using a peak hour factor established from count data. (Should first
determine if PM peak hour is the largest percentage of daily traffic or
should also do AM peak hour.)

2.8 Turn PM peak hour background forecasts into PM peak hour turning
movements using existing counts and special software. The
background forecasts will include only those intersections listed in
Task 2.5.

2.9 Establish an overall trend line in historical traffic growth on Cleveland
Ave. from West County Road C to West County Road D and its
intersecting streets. Apply an annualized growth factor based on
historical trends to existing PM peak hour turning movements for the
following intersections to obtain a 2001 background forecast.

. Cleveland Ave. and West County Road C
· Cleveland Ave. and 1-35W ramps/Twin Lakes Parkway
. Cleveland Ave. and West County Road C2
. Cleveland Ave. and Lydia Ave.
. Cleveland Ave. and Brenner Ave.
. Cleveland Ave. and North Centre Pointe Dr.
. Cleveland Ave. and West County Road D
. West County Road D and 1-35W West Ramp
· West County Road D and 1-35W East Ramp

2.10 Compare background 2001 PM peak hour turning movement forecasts
from the Roseville traffic model to PM peak hour background 2001
turning movement forecasts based on historical trends. Make
adjustments to rectify differences between model output and trend
analysis.

2.11 Establish the 2001 PM peak hour trip generation of the Centre Pointe
development proposed by Ryan Companies using the ITE Trip
Generation Manual. 5th Edition with the assumption that the site will be
100% built out. Assign site generated trips from the Ryan development
to intersections listed in Task 2.9.

2.12 Add site generated turning movements to 2001 background turning
movements to establish a 2001 build scenario.
