The serious environmental problems that would appear to occur with this proposal, expressed in the February 26, 1997, report by the Minnesota Pollution Control Agency, demand a full Environmental Impact Statement (EIS). I request a public hearing, open to all Roseville citizens, to discuss the need for a full EIS. Through my academic career at the university of Minnesota, for nearly forty years, I have lived the entire time at my present address in Roseville. OVer that time, I have witnessed a continual deterioration in environmental quality in my neighborhood. Roseville is overdeveloped at the present time. There is too much industrial and business development, too much noise, too much car and truck traffic, and the threat of a substantial decrease in air quality is rising. Roseville is over- maIled and over-sprawled. It is high time to be rid of the development mentality in our city's political leaders, and for them to act with more concern for the quality of our environment. Furthermore, I am much disturbed at Mayor Wall's statement, quoted in today's St. Paul Pioneer Press, that if the Centre pointe development does not go through the City of Roseville would attempt ~ recover damages from its citizens. This threat if carried out would constitute an illegal infringement on the citizens' First Amendment Right to Free Speech. I will be looking into the legal aspects of the mayor's statement and its consequences to Roseville citizens who voice opposition to the development project on environmental grounds.
