WATERS <br />2551 CHARL01TE STREET <br />SAINT PAUL, MINNESOTA 55113 <br /> <br />March 10, 1997 <br /> <br />Dennis Welsch <br />Community Development Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville MN 55113 <br /> <br />Dear Mr. Welsch: <br /> <br />I wish to voice my strong opposition to the proposed Centre pointe <br />development, to be located near my home residence. The serious <br />environmental problems that would appear to occur with this <br />proposal, expressed in the February 26, 1997, report by the <br />Minnesota Pollution Control Agency, demand a full Environmental <br />Impact Statement (EIS). I request a public hearing, open to all <br />Roseville citizens, to discuss the need for a full EIS. <br /> <br />Through my academic career at the university of Minnesota, for <br />nearly forty years, I have lived the entire time at my present <br />address in Roseville. OVer that time, I have witnessed a <br />continual deterioration in environmental quality in my <br />neighborhood. Roseville is overdeveloped at the present time. <br />There is too much industrial and business development, too much <br />noise, too much car and truck traffic, and the threat of a <br />substantial decrease in air quality is rising. Roseville is over- <br />maIled and over-sprawled. It is high time to be rid of the <br />development mentality in our city's political leaders, and for <br />them to act with more concern for the quality of our environment. <br /> <br />Furthermore, I am much disturbed at Mayor Wall's statement, quoted <br />in today's St. Paul Pioneer Press, that if the Centre pointe <br />development does not go through the City of Roseville would <br />attempt ~ recover damages from its citizens. This threat if <br />carried out would constitute an illegal infringement on the <br />citizens' First Amendment Right to Free Speech. I will be looking <br />into the legal aspects of the mayor's statement and its <br />consequences to Roseville citizens who voice opposition to the <br />development project on environmental grounds. <br /> <br />Sincerely, <br /> <br />~(tJ~ <br /> <br />Thomas F.
