Using existing mming movements as a base, the model outpu. t was broken out into '-;'2~"~
turning movements for the five intersections included in the model. They are as ,
follows:
· Cleveland Ave. and County Road C
· Cleveland Ave. and I 35W ramps north of County Road C
· Cleveland Ave. and County Road C2
· Cleveland Ave. and County Road D
· West I 35W ramps and County Road D
· East I 35W ramps and County Road D

. Comparison of model results to historical growth

. Historical ADT available for road segments adjacent to the study area
intersections was examined and it was found that the overall average annual
percent growth in traffic was approximately 2% for the study area.

. The existing turning movements for the study area intersections described above
were factored up at a rate of 2% per year for four years to reach 2001 forecast
conditions.

. The 2001 growth factor forecast turning movements were compared to the 2001
model-based forecast turning movements as a consistency check. While they were
roughly similar, the growth factor forecasts were higher overall. Therefore, the
growth factor foreeasts were used as the 2001 background forecasts in order
to remain conservative (see figure called ''2001 Background Traffic - PM Peak
Hour).

. Development of Site Generated Traffic Forecast

. Estimation of PM peak hour trip generation

. Each site lot was broken down into the following land use categories (see
Table called "Estimated Trip Generation on Site") based on discussion
with Ryan Companies:
- General Office
· High Turnover Sitdown Restaurant
- Showroom/Warehouse
· Business Hotel

. Given thaI site plans often are subject to change, the proposed land uses
were broken down by type versus by individual Jot

. Trips were generated from each land use for the PM peak hour using the
JTE Trip Generation Manual, 5th Edition (1991) and the Februarv 1995
Update to the 5th Edition (1995).

2
