Screening of the security <br />fencing (up to 8 feet high and topped with barbed wire) by landscape plantings will be <br />required to reduce at grade visibility of the equipment. <br /> <br />3.6 A prefabricated set of equipment panels will be needed near the base of the <br />tower. They will be connected to the tower by one cable to each antenna. <br /> <br />3.7 The towers are not required to be lighted. Electric and phone wires to the site will <br />be buried. Security lighting on the site must be downcast on the equipment areas only. <br /> <br />3.8 It is possible that the city may place additional emergency services whip antenna <br />for fire, police, and public works on the same tower. Over the long term, the city may <br />wish to own the tower. <br /> <br />4.0 Staff Summary and Recommendation: <br /> <br />4.1 The staff has reviewed the information in the application and finds it to be <br />consistent with the intent of public/semi public uses on city owned or controlled sites. <br />No safety hazard has been identified. The use will be screened from view by mature <br />trees and topography. The use could reduce the need for other such towers by allowing <br />for up to nine antenna on one tower. The tower can also enhance public emergency <br />communications systems. Equipment areas at grade will be screened with plantings <br />and wires into the site will be buried. Building permits, including engineering <br />calculations for structural stability will be required. <br /> <br />4.2 Staff recommends approval of the conditional use permit to allow for the <br />construction of one permanent cellular telephone tower on property commonly known <br />as the Water Authority site. <br /> <br />4.3 As part of the City Council conditional use permit resolution, the staff <br />recommends that a series of operational conditions be included in the permit.
