<br />March 4, 1997 <br /> <br />To: Rick Jopke, Assistant Director of Community Development <br /> <br />From: Jay Kennedy, Assistant Director of Public Works l"'- <br /> <br />RE: PLANNING FILE 2882, CONDITIONAL USE PERMIT <br />1901 ALTA VISTA DRIVE <br /> <br />This planning file concerns a request by American Portable Telecom (APT) for a conditional use <br />permit to place a communications tower on property currently owned by the S1. Paul Water <br />Utility. The engineering staffhas reviewed this file and has the following comments: <br /> <br />1. The proposed tower is a 1 50-foot tall monopole. There is a concern that with this type of <br />construction other users will not be able to locate antennas on the tower. You may wish to <br />speak with Ed Burrell regarding the number of carriers the City expects to accommodate <br />with this tower. <br /> <br />2. The proposed location for the tower should be clarified. The planning application shows a <br />proposed lease area near the northwest comer of the abandoned reservoir, while the plan <br />submitted shows the tower located just to the east of the existing garage on the north end of <br />Alta Vista Drive. My understanding is that APT is requesting the site east of the garage. <br /> <br />3. One of the concerns raised by the 81. Paul Water Department was the potential for damaging <br />the tower in the event of a watermain break. It should be required that APT obtain <br />information on the locations ofthe.existing watermains trom the S1. Paul Water Department <br />and show the mains on the plans. <br /> <br />4. The applicant should show on the plan the area affected in the event that the tower collapses. <br /> <br />5. There is currently overhead power and telephone located very near to the proposed tower <br />location. The applicant has indicated a desire to have these facilities relocated. The applicant <br />should work with NSP to have this completed. It is also recommended that any new power <br />or telephone should be placed underground. <br /> <br />6. The applicant will be responsible for providing an access road to the tower site. In addition, <br />the applicant will be responsible for maintaining the road. <br /> <br />7. A landscaping plan should be submitted which will provide for some screening of the <br />equipment inside of the fence. It is my understanding that security is a concern, so partial <br />screening with adequate security lighting is recommended. <br />
