<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 28th day of April, 1997, <br />at 6:30 p.m. <br /> <br />The following members were present: Wiski, Maschka, Mastel, Goedeke, and Wall, and <br />the following were absent: None. <br /> <br />Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9408 <br /> <br />RESOLUTION APPROVING THE SALE OF CERTAIN LAND TO <br />LARRY ALM, DBA SOUTHWIND OF ROSEVILLE, L.L.C., <br />FOR DEVELOPMENT PURPOSES <br /> <br />WHEREAS, in 1991 the City of Roseville City Council, acting under its HRA authority, <br />acquired 2.1 acres of land for $141,113 from Ramsey County and Steve Zeece, legally <br />described as: Lot -1, Block 1, THORNTONS ADDITION, according to the recorded plat <br />thereof, except that part of the North 150 feet of said Lot 1 lying Easterly of the West 80 <br />feet of said Lot 1 and except the South 240 feet of said Lot 1 and except the East 147 feet <br />of said Lot 1; subject to easement, and Lot 12, Block 1, ZEECE ADDITION, all in Ramsey <br />County; and <br /> <br />WHEREAS, the intent of the HRA acquisition was to combine smaller, less buildable <br />parcels into one project parcel for sale and redevelopment; and <br /> <br />WHEREAS, the City of Roseville Comprehensive Plan and Policies and Housing Program <br />encourage housing rehabilitation and new housing that is adaptable in design and fits <br />many life styles ; and <br /> <br />WHEREAS, the Larry Aim, dba Southwind of Roseville, L.L.C. twin home project will <br />provide 32 new units of housing on vacant, under used land, and the proposal is consistent <br />with the City of Roseville Comprehensive Plan and Housing Programs; and <br /> <br />WHEREAS, there are $39,000 in extraordinary costs that must be incurred to correct site <br />and soil deficiencies as shown in Exhibit A; and <br /> <br />WHEREAS, the City of Roseville can recoup the initial cost of the land and the <br />extraordinary cost in four (4) years or less if the current proposal is constructed; <br />
