March 19, 1991

steve Zeece
202 W. County Road B
Roseville, MN 55113

Dear Mr. Zeece:

Thank you very much for your letter of March 14, with respect to
our negotiations for lot number 12. First of all, I would like
to respond to your questions that you mentioned in your
correspondence as follows:

1. I agree that the park fee should remain at $6,500 as we
should not have included your existing lots as part of the
formula.

2. In terms of the utility costs, I was quoted $13,174.51 by
the Engineering staff. I have asked them to contact you
directly to review the specifics.

3. Our appraiser is in the process of preparing his final
documents for me that depict the rationale for the price
that was proposed for your lot. As soon as that is
completed, I will be sure and share it with you.

wi th respect to the City's current offer on your lot, I would
like to take the opportunity to increase the City's offer by 10%
to $38,500. Assuming the utilities remain the same, yet
modifying the proposal for the park dedication, the figures would
appear as follows:

Subtotal
Park Dedication

$38,500
13,174

$25,326
6,500

General Value
utilities

Proposal

$18,826

Thus, based on the aforementioned figures, we are increasing our
offer to $18.826. I will look forward to hearing from you.

Sincerely,

Craig A. Waldron
Community Development Director
city of Roseville
