Southwind ofRoseville, L.L.c., a limited liability company under the laws of the State <br />of Minnesota ("Declarant"), is the fee owner of certain real property herein described ("Property"); <br />and <br /> <br />B. Declarant is desirous of developing the Property as a planned community development; <br /> <br />and <br /> <br />C. Declarant intends to improve said property by constructing thereon twin home structures <br />containing a total of two (2) Units (as that term is later defined) each, together with appurtenances <br />thereto, collectively known as Southwind of Roseville, said structure having been constructed as a <br />common interest community in accordance with the plat of Southwind of RoseviIle recorded in <br />Ramsey County, Minnesota. pursuant to Minnesota Statutes Chapter 515 ("CIC Plat"), which plat <br />is incorporated herein by this reference; and <br /> <br />D, In order to effect the preservation of the values and amenities ofthe planned community <br />and to receive the power to attend to and effectuate policies and programs that will enhance the <br />pleasure and value oCthe planned community and to maintain, administer and enforce the covenants. <br />conditions and easements and restrictions contained herein and to collect and disburse assessments <br />and charges hereafter created a corporation known as Southwind of Roseville Homeowners <br />Association, has been created under Chapter 317 A of the Minnesota Statutes for the purpose of <br />exercising the aforesaid functions; and <br /> <br />E.
