<br />Project Description <br /> <br />Southwind of Roseville Planned Unit Development <br /> <br />Lawrence Aim (Southwind of Roseville, L.L.C.) has a purchase agreement for approximately three <br />acres of land in the area of Albemarle and County Road B, and west of Rice Street, which is owned <br />by Steve Zeece, Sr. The City owns approximately two acres of land and one acre of roadway <br />adjacent to the Zeece property which has been designated for possible development in conjunction <br />with the Zeece property. Mr. Aim is proposing to develop the entire six acres as a residential <br />planned unit development with 32 townhome units. <br /> <br />The proposed development will include 32 two bedroom single story twinhomes. The units will be <br />between 1,200 and 1,380 square feet in area, will include double garages, and may include <br />screened porches at the rear of the units. The price of the units will be in the mid-$140,OOOs. The <br />buildings will be clad in two to three different earth-toned hues of maintenance-free vinyl siding with <br />brick accents on the fronts. Garage fronts will have different design details including one and two <br />wood doors, garage windows, louvers, and gables, and brick along the garage face and entry areas. <br />The developer has attempted to create more diversity by angling some of the garage entrances to <br />reduce the consecutive garage door appearance throughout the development. <br /> <br />The target market population is professionals and empty nesters. Staff estimates a new population <br />of 50 to 65 new residents. The density of the project would be approximately 6 units per acre which <br />is consistent with the medium density comprehensive plan designation (4 to 10 units per acre). The <br />developer has agreed to develop the project in 3 phases and to analyze other alternative, higher <br />density or more affordable units as those directions become available from the City. <br /> <br />City staff estimates that traffic generated onto County Road B would not exceed 7 to 9 vehicle trips <br />per day per unit; a range of 225 to 300 trips per day would be added to County Road B. Adequate <br />capacity is available in County Road B. A stop sign will be retained at the Albemarle entrance to <br />County Road B. <br /> <br />A planned unit development agreement will set standards for the development, outline setback <br />requirements, and require landscaping of the property. The setbacks around the perimeter of the <br />development will be in line with the setback requirements for an R-1 Single Family Residential <br />District. More flexible setbacks will be used on internal road rights-of-way, front, side and rear lot <br />lines, fencing and monuments, and driveways. A dry pond will also be included within the <br />development to manage storm water run-off. 'The landscape plan incorporates the street tree <br />requirements of the City's Street Tree Master Plan and includes a detailed planting around each <br />entry. The landscaping plan was prepared by a certified landscape architect. <br /> <br />A location map, site plan, and proposed building elevations are attached for your information. <br />
