I

(

..

Letter to Dennis Welsh
September 3, 1999
Page 3

3. Other Concerns:

A. Retention Pond

1. The retention pond, in it's present condition, is unsightly. The incline is too
steep to mow and the grass seed has not germinated. There is an abundance of
weeds.

2. Because of the steep incline and the depth, it is potentially dangerous.

B. Power for Irrigation System

1. The builder has hooked up power for the irrigation system to 2112 Albemarle
and has advised the Townhome Association that they are required to pay the
homeowner for electricity. The builder has said that they "were told verbally
and in writing to complete the system this way." We cannot determine who
told him to do it that way. Would it be within the purview of the City? This
arrangement is unacceptable to the Townhome Association. The Association
wants the irrigation meter to be installed on the south side of the sprinkler house.

C. Water shutoffs

1. There is controversy over whether the water shutoffs are within the City
specifications regarding height.

D. Exterior of Buildings

1. The masonite trim on several homes is deteriorating due to the moisture. The
entire project must be inspected and a plan offered to preserve the integrity of
the wood or replace it with a product that will withstand the conditions.

2. The posts on either side of the doorways are made out of construction lumber
and will require frequent maintenance. The exteriors are to be maintenance-free.

3. Brick Fronts on 176/178 County Road B - the development agreement #1179
filed with the City of Roseville clearly states on item #16 that units within the
development will have brick accents. Brick must be added to the fronts of these
two units.
