REQUEST FOR COUNCIL ACTION DATE: 6/09/97 ITEM NO.: F-4 Department Approval: Manager Reviewed: Agenda Section: Reports and Recommendations Item Description: Proposed Purchase of the Water Authority Site at Roselawn and Dale. The attached draft Land Sale and Purchase Agreement are proposed for City Council review. The St. Paul Water Authority Board of Directors will be meeting on Monday, June 9, at 5:00 p.m. for the purpose of reviewing the same draft document. It is proposed that both Water Authority and the Roseville City Council approve the proposed purchase subject to final review by our respective attorneys. BACKGROUND The property owned by the Water Authority at Dale and Roselawn has been declared surplus, and is no longer needed by the Water Authority. The parcels are unique, represent a significant amount of open space, are unique natural habitats, and are viewed as important parcels to the City of Roseville Park Master Plan. The attached draft Land Sale and Purchase Agreement include three separate transactions: 1) an outright purchase of property by the City from anticipated revenues from Communication Tower leases; 2) an option of remaining available surplus Water Authority acreage which may be exercised on or before December 31, 1999; and 3) leased acreage to be retained by the Water Authority but available to the City of Roseville for park and park related uses. A breakdown of those acreages and costs are as follows: ACREAGE COST ACQUIRE 38.59 725,252.00 OPTION (to 12/31/99) 13.53 250,000.00 LEASE 9.46 1.00 61.58 975,253.00 v V 11 ~/ Portions of the property have been acquired by the Water Authority in 1894 and in 1921. They have always been used for Water Authority purposes. There are believed no hazardous materials on the site, although an indemnification by the Water Authority is to be included in the final purchase agreement.
