The St. Paul Water Authority Board of Directors will be meeting on Monday, June <br />9, at 5:00 p.m. for the purpose of reviewing the same draft document. It is proposed that <br />both Water Authority and the Roseville City Council approve the proposed purchase <br />subject to final review by our respective attorneys. <br /> <br />BACKGROUND <br />The property owned by the Water Authority at Dale and Roselawn has been declared <br />surplus, and is no longer needed by the Water Authority. The parcels are unique, <br />represent a significant amount of open space, are unique natural habitats, and are viewed <br />as important parcels to the City of Roseville Park Master Plan. <br /> <br />The attached draft Land Sale and Purchase Agreement include three separate <br />transactions: 1) an outright purchase of property by the City from anticipated revenues from <br />Communication Tower leases; 2) an option of remaining available surplus Water Authority <br />acreage which may be exercised on or before December 31, 1999; and 3) leased acreage <br />to be retained by the Water Authority but available to the City of Roseville for park and park <br />related uses. There are believed no <br />hazardous materials on the site, although an indemnification by the Water Authority is to <br />be included in the final purchase agreement. <br />
