Paul, MN 55104 <br /> <br />Wireless <br /> <br />llj.~ST <br /> <br />May 1, 1997 <br /> <br />Zoning Board <br />City of Roseville <br />Minnesota <br /> <br />Re: Non feasibility study of Roseville water tower (adjoining lattice tower) as possible <br />alternate for US WEST cell sites MINI02 and MINI0410cated at 2233 Hamline <br />Avenue Nand 2582 Long Lake Road, Roseville. <br /> <br />Dear Members: <br /> <br />US WEST Communications is scheduled to deploy a wireless Personal <br />Communications System (PCS) for the Minneapolis - S1. Paul greater metropolitan area <br />in the third quarter of 1997. The intent of the deployed system will be to provide <br />ubiquitous wireless services to the Twin Cities communities. In order to meet the <br />requirements of continuous (seamless) coverage and to be able to carry the projected <br />traffic and to cover the surrounding neighborhoods, two cell sites (MINI02, MINI04) <br />are currently designed to be built at 2233 Hamline Avenue N and 2582 Long Lake <br />Road, Roseville. <br /> <br />While choosing an appropriate location for a proposed cell site, we try to meet <br />the coverage and capacity objectives of that particular service area. In a typical <br />situation when a system designer is faced with a trade off between capacity and <br />coverage, the RF design engineer applies the knowledge of the terrain and surrounding <br />clutter to the site selection process. In choosing a site at 2233 Hamline Avenue N, <br />Roseville, the analysis from theoretical modeling and actual drive tests showed that in <br />order to cover the very heavily traveled intersections of Rte. 36 with Hamline and <br />Snelling Avenues and to cover the neighborhoods in the immediate vicinity it is <br />imperative to locate a site near the Rte. 36 and Hamline Avenue junction. Since <br />coverage along with capacity is a major concern while designing a CDMA technology <br />based PCS system, both these criteria had to be taken into consideration while locating <br />MINI02. The accompanying coverage map will conclusively show the need for a cell <br />site at our proposed location. Regarding capacity, CDMA technology has an inherent <br />advantage over comparable (current) analog technologies. A conservative calculation <br />puts this capacity advantage at six times for comparable operating bandwidths. For a <br />1.25 MHz bandwidth (the bandwidth to be utilized in US WEST's initial deployment), <br />about 1000 subscribers per site can be supported during busy hour (with an acceptable <br />call blocking probability).
