<br />Ms. Margaret Knowlton <br />Page :3 <br />December 12, 1997 <br /> <br />Downgradient ground water receptors were not identified for the perched water or ground water <br />beneath the Site, and detections of TCE and PCE were sporadic, isolated, and just at or above <br />the HRLs. As a result, all monitoring and domestic wells at the Site were sealed. <br /> <br />For purposes of this letter, the Identified Release at the Site is defined as arsenic in soil at <br />TH-4 and at stockpile P3, PAHs in soil at PI, and TCE and PCE in the ground water. <br /> <br />Based upon a review of the Site Documents, a determination is hereby made to take no action <br />with regard to the Identified Release; specifically, the MPCA staff will not refer the Identified <br />Release to the Comprehensive Environmental Response, Compensation and Liability <br />Infonnation System list, to the Site Assessment Unit for preparation of a Hazard Ranking <br />System score, or to the MPCA Commissioner for the placement of the Site on the Permanent <br />List of Priorities. This determination is issued to Opus Northwest, L.L.C. with respect to the <br />Identified Release and extends to successors and assigns. <br /> <br />Please be advised that this letter is subject to the disclaimers found in Attachment A.
