25. Will the project generate dust, odors, or noise during construction and/or operation?
-X..... Yes No

If yes, describe the sources, characteristics, duration, and quantities or intensity,
aIld any proposed measures to mitigate adverse impacts. Also identify the locations
of' sensitive receptors in the vicinity and estimate the impacts on these receptors.

Construction equipment will generate normal amounts of dust, noise, and odors typical of a
hEtavy-construction project. Dust will be controlled using water trucks. All state regulations
and city ordinances related to dust and noise during construction will be enforced. See
It4am No. 23 for post-construction air qua:lity analysis.

Identification of Noise Receptor Sites
11/Vo noise receptor sites were identified relative to the roadways carrying project traffic. Both
sites are residential districts. The first site, the Laurie Addition Neighborhood, is located just
south of I-35W and is bounded by Marion and Fulham Streets. The nearest house in this
nElighborhood to the intersection of County Road B2 and Long Lake Road is 1,800 feet directly
south of the intersection. The second site is the Gluek Lane Neighborhood which is just south
of Minnesota Highway 36 and is bounded by Midland Grove Road and Fairview Road. The
nElarest house in this neighborhood to the intersection of County Road B2 and Cleveland
Avenue is 720 feet east and 1,920 feet south of the intersection.

A:ssumptions Used in the Noise Analysis
Th.e Minnesota Department of Transportation program MINNOISE, a Minnesota-specific
modification of the Federal Highway Administration Stamina 2.0 Highway Noise Model, was
uBed to estimate noise levels at the receptor sites. Exhibit No. 25 lists the assumptions made
in. programing the model. A vehicle mix of 96.2 percent automobiles, 3.2 percent heavy trucks,
and 0.6 percent medium trucks was assumed on all roadways.

Projected Noise Levels
P:rojected No Build and Build noise levels for the year 2000 and the expected increase in noise
level due to the project are shown in Tables 25.1 and 25.2.

Table 25.1

Opus Gateway Development
Noise Modeling Results for County Road B2ILong Lake Road Intersection
Impact on Laurie Addition Neighborhood
Year 2000

Condition Predicted Noise Level (dBA)
L....
