<br />The future County Road C improvements are not developed and could <br />potentially impact the bike path. <br />The City should discuss with the County a future street connection, north <br />from the neighborhood, to County Road "C". <br /> <br />6) FOR SNELLING AVENUE ADJACENT TO ROSEBROOK PARK <br /> <br />A noise survey found that Snelling Avenue traffic adds significant noise on <br />Fry Street as well as being highly visible. The park is a buffer but it is also <br />impacted. Adding more trees (especially evergreens) to partially screen <br />noise and highway view would improve the neighborhood and be <br />acceptable to the State on Snelling Avenue. <br /> <br />7) FOR RETAIL AREAS ON THE NEIGHBORHOOD SOUTH BORDER <br /> <br />The only issues that appear to be frequent problems with noise and trash <br />and lighting levels. The current system of reporting violations on agreed to <br />restrictions and problems to the retail area or the city seems to be only <br />moderately effective. There are no ideas beyond those mentioned as to <br />how to improve it. <br /> <br />8) FOR EXISTING NW STORM WATER PONDING AND CONVEYANCE <br /> <br />Some long term residents have said that basement water problems started <br />or increased after the storm water piping was constructed. So far no <br />reason for that has been found or thought of. An inspection to find and <br />repair piping leaks may help. The city should consider possible reasons <br />whenever new information is available. It was previously determined that a <br />neighborhood drain system would not be effective largely because of the <br />varying fill soils which many of the homes are constructed on. <br /> <br />Some type of minimal public use has been discussed with no clear idea of <br />what is best. Concepts for public use should be evaluated with others for <br />this and adjacent areas. <br /> <br />9) FOR HEALTH AND ENVIRONMENT <br /> <br />City staff confirmed they requested a search of MN Pollution Control <br />Agency (MPCA) records to check for contaminated sites throughout the <br />community. There were no contamination reports for the neighborhood. <br />City staff also confirmed that Ramsey County Health Department checked <br />their records for contaminated sites. No reports were located for the <br />neighborhood. <br /> <br />II <br />
