<br />4) Improve as a residential area, (Comments: Refine the current business <br />zoning at the east edge of the neighborhood or change to higher density housing <br />zones; or split into 2 uses including higher density housing and business uses along <br />Snelling. Staff was asked to prepare 2 or more scenarios with all the land included, <br />showing the current market cost, sizes. and traffic impacts of these alternative land <br />uses. <br /> <br />Other alternatives discussed included parks expansion, public space, improvements <br />to OakcrestlFairview stoplight, and a small office park. <br /> <br />Staff was asked to prepare a scenario which illustrates impacts if no change occurs <br />and a major "buffer" area was created between the existing zoning and the <br />residential areas. <br /> <br />The Task Force asked for Karl Keel's drawing and calculations from previous <br />meetings) that demonstrate how high water must rise to flow over the lowest surface <br />elevation of County Road "C"; also show the amount of water backup that would <br />occur in the neighborhood using a topographic map. <br /> <br />Staff was asked to prepare Fairview/Oakcrest stoplight alternatives for the Task <br />Force to review/discuss. Staff was to ask Dan Soler for his preliminary <br />recommendations. Roy Nelson commented that if Fairview Avenue is widened, it <br />would reduce the residential value and area. nelson favors protecting the <br />neighborhood. <br /> <br />As a more economical method of creating gaps in the Fairview traffic, staff was <br />asked to review (with Dan Soler of Ramsey County) the "No-right-turn-on Red" <br />concepts on east bound County Road C, turning south on to Fairview; and at west <br />bound County Road B-2, turning north on to Fairview, <br /> <br />8. OTHER ITEMS <br /> <br />Staff was asked who will fix the holes in the County Road C fence near the park <br />and Lincoln Drive. Staff was asked to request property managers to remove graffiti <br />on the shopping center fence. <br /> <br />9.
