<br />May 13, 1997 <br /> <br />Mr. Greg Groenjes <br />Manager, Forestry/Line Clearance <br />Northern States Power Company <br />3000 Maxwell Avenue <br />Newport, Minnesota 55055-1085 <br /> <br />Dear Mr. Groenjes: <br /> <br />The Hoseville City Council, at their meeting of April 28, 1997, took the following action <br />with respect to your request for an interim use permit for installation of a seasonal wood <br />grinder on land located at Kent Street, north of Larpenteur Avenue: <br /> <br />Motion moved and seconded that the site of NSP's installation of a seasonal <br />wood grinder to create wood chips for Ramsey County on County land located at <br />Kent Street, north of Larpenteur Avenue, be secured in off hours; that the limited <br />noise (assuming compliance with MNPCA standards) and piling are not <br />considered a public nuisance or health hazard, and that there be no additional <br />cost added to the site that would deter a permanent use of the site. <br /> <br />The Council further moved, in respect to the grinding operation, that: <br /> <br />NSP/Ramsey County's grinding operation be approved with the following interim <br />use conditions: <br /> <br />. <br /> <br />The number of days of use shall not exceed twelve (12) times per year <br />(except additional days are allowed for emergencies if approved by the <br />City Council), no more than two (2) days in any month. Hours for <br />grinding, loading and hauling of chips shall be 7:00 a.m. to 6:00 p.m., <br />weekdays only. When not in operation, the site shall be gated and locked. <br /> <br />. <br /> <br />Wood stockpiles shall be a maximum of 15 feet in height and sit no longer <br />than 120 days. <br /> <br />. <br /> <br />Chip stockpiles shall be a maximum of 15 feet in height. <br /> <br />. <br /> <br />The applicant shall supply the City with a letter from the Minnesota <br />Pollution Control Agency stating that the noise levels of the grinding <br />machinery, carrying belts, loading and hauling equipment (when all are in <br />operation) do not exceed MNPCA noise standards or are exempt from <br />such standards. <br />
