<br />B. Wood stockpiles shall be a maximum of 15 feet in height and sit no <br />longer than 120 days. <br />C. Chip stockpiles shall be a maximum of 15 feet in height. <br />D. The applicant shall supply the city with a letter from the Minnesota <br />Pollution Control Agency stating that the noise levels of the grinding <br />machinery, carrying belts, loading and hauling equipment, (when all <br />are in operation), do not exceed MnPCA noise standards, or are <br />exempt from such standards. <br />E. The City and its residents may dispose of limbs at the site at least <br />two times (one spring, one fall) per year, designated by NSP and <br />approved by the City. <br />F. The permit shall be reviewed annually in August prior to renewal of the <br />County/NSP agreement in September of each year. <br /> <br />The Commission also recommended that the City work with the County to resolve <br />issue:s related to grading or removal of berms, burning permits for stumps, and storage <br />of road construction materials. <br /> <br />7.0 SUGGESTED COUNCIL ACTION <br /> <br />The !.taff has been attempting to set up a meeting to discuss joint issues with <br />Ram!5ey County including many of the side issues identified by the Planning <br />Comlmission and citizens such as berm removal, burning, concrete hauling and <br />crushing. That meeting is now scheduled for April 28, 1997. A verbal report will <br />be pl'epared for the Council meeting. <br /> <br />7.1 On April 14, 1997 the City Council continued this request until April 28, 1997 at <br />the applicant's request to allow more time to complete items requested by the Planning <br />Commission. <br /> <br />7.2 By motion, find that the site is secured in off hours; that the limited noise <br />(assuming compliance with MnPCA standards) and piling are not considered a public <br />nuisance or health hazard; and that there will be no additional cost added to the site <br />that would deter a permanent use of the site. <br /> <br />7.2 By motion, approve of the NSP/Ramsey County grinding operation with the <br />following interim use conditions: <br /> <br />A. The number of days of use shall not exceed twelve times per year <br />(except additional days are allowed for emergencies if approved by the <br />City Council), nor more than two days in any month. Hours for <br />grinding, loading, and hauling of chips shall be 7:00 a.m. to 6:00 p.m. <br />weekdays only. When not in operation the site shall be gated <br /> <br />4 <br />
