<br />REQUEST FOR COUNCIL ACTION <br />DATE: 04/14/97 <br />ITEM NO: 1-2 <br /> <br />~R,artment Approval: Manager Approved: Agenda Section <br />UrJ Land Use <br />Item Description: NSP request for an interim use permit to allow for <br />installation of a seasonal wood grinder to create wood <br />chips for Ramsey County on county land located at Kent <br />Street, north of Larpenteur Ave. (PF2890) <br /> <br />- <br /> <br />UJ. BACKGROUND <br /> <br />1.1 NSP and its tree/branch grinding sub-contractor have requested approval of an <br />interim use permit to allow the grinding machinery (Exhibit "A") to be operated on a <br />portion of a twenty acre site of Ramsey County property located along Kent Street, <br />north of Larpenteur, (see the county approval resolution - Exhibit "B"). <br /> <br />1.2 NSP proposes to stockpile tree and stump materials to be ground (chipped) by <br />this machinery once every sixty days. The chips would be distributed to Ramsey <br />County distribution sites for resident uses. <br /> <br />1.3 The portable machinery is hauled to numerous sites throughout the county. <br /> <br />1.4 Initially, this machinery would be located at the Roseville/Ramsey County site, <br />for county or NSP use, 5-6 times per year and for 8-12 hours per time. <br /> <br />2Jl HISTORY OF LAND USE AND ZONING DESIGN A TIONS <br /> <br />2.1 The site is the current location of the Ramsey County household hazardous <br />wastt~ collection site and Ramsey County's crushed road materials stockpiles. <br /> <br />2.2 The household hazardous waste collection site has previously received an <br />interim use permit for five years (1995) which is reviewed annually by the Planning <br />Commission. <br /> <br />2.3 The surrounding uses are cemetery to the south and west; open space to the <br />north and east. <br /> <br />2.4 The comprehensive plan map designation is Institutional (IN) and the zoning <br />map designation is R-1 single family. <br /> <br />1 <br />
