tf-. ?.gq2

~a ent Approval:
'Z, Description:

REQUEST FOR PLANNING COMMISSION ACTION
DATE: 03/12/97
ITEM NO: 7A
Agenda Se.ction:
Hearin s
Request to allow Vet. Clinics in B-1 and B-2 Districts

Manager Approved:

-

Backc1round

The City of Roseville Zoning Code does not allow Veterinary/Animal Health Clinics in B-1 and B-2 zones,
but does allow dog kennel by conditional use permit. In addition, health and dental clinics are allowed in
the B-1 and B-2 zones.

When veterinarians Elert and Graham looked at sites in Roseville, they found the opportunities very
limited. They have since found a site at 1901 Lexington (Lexington and Autumn) which has been used as
a heallth clinic in the past. In order to pursue this issue, the veterinarians asked the staff for direction. Staff
recommended that spot rezoning of any corner was not a city policy. A better alternative may be to amend
the text of the code to allow veterinary clinics in a B-1 or B-2 zone with a conditional use permit.

Doctors Elert and Graham will be present at the March 12, 1997 Planning Commission meeting to discuss
this possible change in the City Code.

Consistencv with Zonina and Comprehensive Plan

The vet clinic would be consistent with the comprehensive plan designation of business or limited
busim~ss.

Staff Recommendation:

Staff recommends changing the code.

Staff recommends that the Commission review the request and decide whether a hearing should be set to
consider an amendment to the City Code. The next hearing date would be for the April 9th meeting.

SMgg'ested Commission Action:
By motion, direct the staff to schedule the hearing for April 9, 1997.

Report by: Dennis Welsch, 490-2232
C:\Vl/PWIN60\WPDOCS\PLANCOMM\VETCLlN.
