BACKGROUND <br /> <br />The City of Roseville Zoning Code does not allow Veterinary/Animal Health Clinics in <br />B-1 and B-2 zones, but does allow dog kennels by conditional use permit. In addition, <br />health and dental clinics are allowed in the B-1, B-1 B and B-2 zones. <br /> <br />When veterinarians Elert and Graham looked at sites in Roseville, they found the <br />opportunities very limited. They have since found a site at 1901 Lexington (Lexington <br />and Autumn) which has been used as a health clinic in the past. In order to pursue this <br />issuE~, the veterinarians asked the staff for direction. Staff recommended that spot <br />rezoning of any corner was not a city policy. A better alternative may be to amend the <br />text of the code to allow veterinary clinics in a B-1, B-1 B or B-2 zone with a conditional <br />use permit. <br /> <br />2.Jl CONSISTENCY WITH ZONING AND COMPREHENSIVE PIAN. <br /> <br />The vet clinic would be consistent with the comprehensive plan designation of business <br />or limited business. <br /> <br />3JJ STAFF RECOMMENDATlDN. <br /> <br />Staff recommends changing the code to allow veterinary clinics ina B-1, B-1 B, or B-2 <br />zonet with a conditional use permit. The purpose of the conditional use permit would be <br />to assure compatibility with adjoining properties on such topics as health, safety, <br />welfare, hours of operation, parking, building access, fencing, screening, trashy, <br />fire/safety, and pet walking/feces clean-up on the site. <br /> <br />~ PLANNING COMMISSION RECOMENDA TION <br /> <br />At the public hearing on April 9, 1997, the Planning Commission recommended <br />changing the code to allow veterinary clinics in a B-1, B-1 B or B-2 zone with a <br />conditional use permit.
