Graham and Elert are requesting a conditional use permit to allow the reuse <br />of a building at 1901 Lexington Avenue for a veterinary clinic. The property has <br />historically been used for a medical office/clinic facility and adequate parking exists <br />on-site for the proposed use. The conditional use permit process for this 'request <br />allows the City to assure compatibility with adjoining properties on such topics as <br />health, safety, welfare, hours of operation, parking, building access, fencing, <br />screening, trash collection, fire/safety, and pet walking/feces clean-up on the site. <br /> <br />2J1 BACKGROUND <br /> <br />2.1 The property is located at 1901 Lexington Avenue (corner of Lexington Avenue and <br />Autumn Street). The property is located in a B1, Limited Business District, and the <br />Comprehensive Plan identifies this property as Limited Business. Adjacent land <br />uses include commercial to the north, east, and northeast; medium density <br />residential to the southeast; and low density residential to the south and west. <br /> <br />2.2 The property is includes approximately one-third acre of land, a 1500 square foot <br />single-story building, and two off-street parking areas. The building was most <br />recently used for a medical office/clinic. A variance from the zoning ordinance was <br />granted in 1988 to allow the placement of the existing ground sign on. the parcel <br />(PF#1876). <br /> <br />2.3 The clinic will employ up to three veterinarians and up to four technicians. Up to five <br />clients could be seen at one time. Based on the square footage, a minimum of <br />eight off-street parking spaces will need to be provided on-site. The two parking <br />areas on the property provide adequate off-street parking for the facility; however, <br />the southern parking area allows direct head in parking from Autumn Street. This <br />type of parking is no longer allowed within the community. <br /> <br />2.4 The proposed hours of operation are 8:00 a.m. to 6:00 p.m., Monday through <br />Friday, and 8:00 a.m. to 12:00 noon on Saturday. <br /> <br />PF#2897 - RCA (5/27/97) - Page 1 of 4 <br />
