<br />2.4 The proposed hours of operation are 8:00 a.m. to 6:00 p.m., Monday through <br />Friday, and 8:00 a.m. to 12:00 noon on Saturday. <br /> <br />2.5 The operation will not include the boarding of animals, nor will there be cages, <br />kennels, or animal exercising activities outside of the building. It is the intent of the <br />business to maintain a clean environment both inside and outside the building. The <br />grounds will be monitored regularly and feces will be disposed of properly. In <br />addition, the construction of the building (concrete and brick) will result in limited <br />noise being generated by the facility. <br /> <br />2.6 The City of Roseville requires a business license for a veterinary clinic within the <br />community. This license is in addition to any license(s) required by the State of <br />Minnesota. <br /> <br />2.7 Title 10 of the City Code (Zoning) was recently amended to define veterinary clinics <br />and to allow veterinary clinics in a B-1 zoning district as a conditional use. <br /> <br />Section 1002.02 defines veterinary clinic as "a veterinary care facility for small <br />animal diagnostic and surgical procedures, owned and managed by an on-site State <br />of Minnesota licenced veterinarian. A veterinary clinic shall not mean kennels for <br />normal lodging or training of animals." <br /> <br />Section 1005.02C identifies veterinary clinics as a conditional use within a B-1 zone. <br /> <br />Section 1005.01 D does not specifically address off-street parking for a clinic; <br />however, a minimum of five spaces per 1000 square feet of gross floor area is <br />required for an office use. <br /> <br />Section 1013.01 outlines the criteria for issuance of a conditional use permit. <br /> <br />3...0. STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The proposed re-use of the property will have a minimum impact on traffic <br />in the area. The building has historically been used for medical office/clinic <br />uses. The use of the property as a veterinary clinic will not substantially <br />change the outward appearance and/or operation of the facility. <br /> <br />2. The proposed re-use of the property will have a minimum impact on parks, <br />streets and other public facilities. <br /> <br />3. The proposed re-use of the property will be compatible with contiguous <br />properties. Adequate parking is being provided on site for the proposed <br />use, based on both the square footage of the facility as well as the number <br />of employees and clients.
