<br /> <br />(OUNCIL MINUTES <br />..July 23, 1984 <br />.4- <br /> <br />Kehr moved and Curley seconded approval of Doreen Priem's <br />request for variance to parking setback to allow parking up <br />to the north and east property lines at 1739 Rice with <br />the following conditions: <br /> <br />1) That the variance be limited to the period of time that <br />the exisiting structure remains in operation. <br /> <br />2) That the expanded driveway and parking areas be bordered <br />with poured in-place concrete curb. <br /> <br />3) That the south 15 feet of the property remain without <br />impediments to traffic. <br /> <br />4) That the development be constructed in accordance with <br />the site plan dated 5/14/84, except that proposed plant- <br />ings be deleted in favor of fencing. <br />5) That board-on-board wood fencing be constructed to screen <br />vehicle headlights from the house to the west. <br /> <br />Roll call, Ayes: Franke, Kehr, Curley and Demos. Nays: none. <br /> <br />E-ll Frffilke moved and Kehr seconded approval of Roselawn Cemetery's <br />request for withdrawal of the application for preliminary plat <br />at 803 Larpenteur. Roll Call, Ayes: Franke, Kehr, Curley, and <br />Demos. Nays: None. <br />Curley moved and Kehr seconded that staff prepare an amendment <br />to the code to allow those boulevard parking spaces which are on <br />the City's list of existing boulevard parking spaces dated June <br />30, 1984 to continue until such time' as the roadway improvements <br />occur at those locations, at which time the boulevard parking <br />would be corrected in conjunction with the project, or until <br />such time as substantial improvement Occurs to the property, <br />such as the expansion of the garage, house, or drive; and to <br />establish a variance process, similar to the minor variance <br />proc:ess, for handling new requests for boulevard parking spaces <br />and requests to retain existing spaces when there is a street <br />improvement or substantial improvement to the property. Nays: none. <br /> <br />Council member Franke indicated she wished the minutes to include <br />her suggestion that some sort of remuneration be considered for <br />hose property o\vners who have complied with the order to remove <br />the boulevard parking spaces. <br /> <br />E-l3 Kehr moved and Demos seconded the establishment of two public <br />hearings for the Council meeting of Monday, August 13, 1984 to <br />consider Hamline Liquors' Incorporated application for off-sale <br />liquor license at 2819 N. Hamline Avenue, and the Graham Invest- <br />ment Inc. application for off-sale liquor license at 1706 N, <br />Lexin.gton or 1752 N. Lexington. Roll Call, Ayes: Franke, <br />Kehr, Curley, and Demos.
