<br /> <br />Analysis of Costco Proposal <br />June 16, 1986 <br />Page 6 <br /> <br />(2) <br /> <br />With the information available at the present, it is not possible to <br />conclude that the construction of Costco on the Indianhead site is the <br />best possible land use. It is possible to conclude, however, thatCostco <br />is an acceptable land use at the subject location and is one which need <br />not impair the City's eventual conversion of the area to business uses. <br /> <br />Roseville needs to address the area surrounding Costco in a comprehensive <br />manner. At the conclusion of the detailed land use study, it is sug- <br />gested that the City act expeditiously to establish and/or modify <br />ordinances and plans to preserve identified office locations and to <br />control the location of additional commercial retail warehouse and other <br />commerci all i ght i ndustri a 1 uses. <br /> <br />The construction of the Costco facil ity would have a positive economic <br />impact on the City through the creation of jobs and the expansion of the <br />tax base. Thi s impact woul d be greatly enhanced if Costco did provide <br />the impetus for future redevelopment. However, the potential for <br />economic gain must be balanced against the other factors dE::::'.:'ribed in <br />this report to evaluate if the proposal is in the best interests of the <br />City. <br /> <br />(3) <br /> <br />(4) <br /> <br />The use of tax increment financing or any other form of public support <br />should be carefully considered in terms of need, feasibility, type of <br />local financing, and fiscal disparities. <br /> <br />We hop~ that the information contained in this report will be h~lpful in your <br />evaluation of the Costco proposal.
