<br />remain residential in character and will be continue to be compatible with the <br />adjacent residential uses. <br /> <br />2.4 The beauty parlor will have one operator (Ms. Alwan), be by appointment only, and <br />hours of operation will be limited from 7:00 a.m. to 8:00 p.m. <br /> <br />2.5 The home occupation will be licensed as a beauty salon by the State of Minnesota. <br /> <br />2.6 Section 1004.02C allows beauty parlors and barber shops as a conditional use <br />within an R-1 zoning district with provisions. The beauty parlor or barber shop can <br />have one operator, see customers by appointment only, and is subject to the <br />restrictions of permitted home occupations. <br /> <br />Section 1004.01 G outlines the regulations for home occupations. Home <br />occupations must be conducted within the principal dwelling and cannot occupy <br />more than one room; only residents of the dwelling may be engaged in the home <br />occupation; exterior storage is prohibited; and signage is limited to three square <br />feet. <br /> <br />Section 1013.01 outlines the criteria for issuance of a conditional use permit. <br /> <br />Ul STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The proposed use of the property for a one operator beauty parlor will have <br />a minimum impact on traffic in the area. The property is located at the <br />intersection of Country Road C2 W, which is a cul-de-sac with six single <br />family residential lots, and Lexington Avenue N, which is a minor arterial. <br /> <br />2. The proposed use of the property for a one operator beauty parlor will not <br />have an impact on parks, streets and other public facilities. <br /> <br />3. The proposed use of the property for a one operator beauty parlor will be <br />compatible with contiguous properties. The existing driveway will provide <br />adequate off-street parking for the residents and one patron. In addition, <br />there will be minimal exterior evidence of a home occupation at this location. <br /> <br />4. The proposed use of the property for a one operator beauty parlor will not <br />have an adverse impact on the market value of contiguous properties. The <br />proposed four season porch addition will increase the value of the property <br />and can easily be converted to additional living space in the future. <br /> <br />5. The proposed use of the property for a one operator beauty parlor will not <br />have an adverse impact on the general public health, safety and welfare. <br /> <br />PF#2912 - RCA (07/14/97) - Page 2 of 4 <br />
