<br />3. The proposed use of the property for a one operator beauty parlor will be <br />compatible with contiguous properties. The existing driveway will provide adequate <br />off-street parking for the residents and one patron. In addition, there will be minimal <br />exterior evidence of a home occupation at this location. <br /> <br />4. The proposed use of the property for a one operator beauty parlor will not have an <br />adverse impact on the market value of contiguous properties. The proposed four <br />season porch addition will increase the value of the property and can easily be <br />converted to additional living space in the future. <br /> <br />5. The proposed use of the property for a one operator beauty parlor will not have an <br />adverse impact on the general public health, safety and welfare. <br /> <br />6. The proposed use of the property for a one operator beauty parlor as a home <br />occupation is consistent with the City's Comprehensive Plan's Low Density <br />designation. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City <br />of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a conditional use <br />permit to allow a beauty parlor as a home occupation at 1120 County Road C2 W be <br />approved subject to the following conditions: <br /> <br />1. The hours of operation must be limited to the following: 7:00 a.m. to 8:00 p.m., <br />Monday through Friday, and 8:00 a.m. to 12:00 noon on Saturday. There shall be <br />no hours of operation on Sunday. <br /> <br />2. There shall be no more than two client cars at the residence at a time, and said cars <br />must be parked on the existing residential driveway. <br /> <br />3. The beauty parlor shall be limited to one room within the residence. <br /> <br />4. The applicant shall be the sole operator of the salon. <br /> <br />5. There shall be no exterior storage of equipment or materials used in the operation <br />of the beauty parlor. <br /> <br />6. There shall be no exterior signage on the property for the beauty parlor. <br /> <br />7. The conditional use permit is issued to Laura Alwan and shall become invalid if the <br />property is sold or if the beauty salon is no longer operated by Ms. Alwan. <br /> <br />8.
