LAND USE <br />Item Description: Paul and Angela Dunn request for a variance at 2125 Hamline <br />Avenue N (PF#2913) <br /> <br />~ REQUESTEDACnON <br /> <br />1.1 Paul and Angela Dunn are requesting a variance to reduce the front yard setback <br />along Burke Avenue W to 11 feet for the purpose of constructing an addition to a <br />nonconforming single family residential structure at 2125 Hamline Avenue N. <br /> <br />Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />Front yard setback - 30' <br />(Burke Avenue W) <br /> <br />11' setback <br /> <br />19' variance <br /> <br />2J1 BACKGROUND <br /> <br />2.1 Paul and Angela Dunn own a single family residence at 2125 Hamline Avenue N, <br />which is located at the corner of Hamline Avenue N and Burke Avenue W. The <br />property is in an R1 Single Family Residential District, and the Comprehensive Plan <br />identifies this property as Low Density Residential. Adjacent land uses include <br />single family residential to the east, south, and west; and a combination of single <br />family residential and commercial to the north. <br /> <br />2.2 Mr. and Mrs. Dunn are requesting a variance from Section 1004.020 to red.uce the' <br />front yard setback along Burke Avenue N to 11 feet from the property line (25 feet <br />from the curb line) for the purpose of constructing a 18' x 21' addition on a <br />nonconforming residential structure. Although this type of request can be <br />processed as a minor variance, the applicant's were unable to get the required <br />written consent from the adjacent affected property owners. <br /> <br />2.3 The existing two-story house was constructed in 1927 as was part of the Zibell <br />homestead. When the City approved development of Burke Avenue W in the late <br />1950s, the house became a nonconforming structure because it was set back less <br />than 30 feet from the right-of-way. Since Section 1011.02 does not allow the <br />expansion of a nonconforming structure, a variance is needed in order to remove <br />the nonconforming status of the building and allow the property to be improved. <br />The proposed addition will be on the west side of the structure and will not encroach <br />into established building lines along either Burke Avenue W or Hamline Avenue N. <br />The variance will bring the property into compliance and will allow future <br />improvements to the property without additional variance actions. <br /> <br />PF#2913 - RCA (06/23/97) - Page 1 of 4 <br />
