Human Rights Commission Minutes
June 18, 2014 – Draft Minutes
Ms. Collins stated the Police Department has also done open forums to work with groups that are
91
from war torn areas of the world and have a fear of police.
92
93
Chair Groff stated it would be good for the HRC to attend the outreach programs.
94
95
Commissioner Carey asked if the number of times the Police Department deploys Tasers is
96
average for a community the size of Roseville.
97
98
Commissioner Singleton stated it is in line with the National average.
99
100
City-Wide Read Program
101
102
Commissioner Bachhuber provided information about the One Book One Community program
103
as an engagement opportunity. The HRC could partner with a business or the Library for this
104
type of program. She asked if this was something the Commission was interested in pursuing.
105
106
Chair Groff stated the book that would be read would make a difference if it would be something
107
the HRC would be supporting. The Library had expressed interested in working with the HRC
108
in the past.
109
110
Commissioner Thai stated it would be worth looking into.
111
112
Vice Chair Becker stated this could also be something the Community Engagement Commission
113
would be interested in. The HRC could pick the book and the CEC could promote the
114
community involvement.
115
116
Chair Groff suggested a sub-committee to work on this project and he would work with
117
Commissioner Bachhuber on this project.
118
119
Civility Training Update
120
121
Commissioner Carey stated she had looked into the civility training that had been offered
122
through her job and the spokesperson suggested something closer to work with the Commissions
123
budget. She talked to a group in Texas that does Civility and Government and they will be in
124
Minnesota in August and the cost for this would be $50 per person with a minimum of 40
125
people. She stated she is also contacting the colleges and universities. They could partner with
126
other communities.
127
128
Chair Groff stated the HRC does not have the budget for this currently but they could apply for
129
grants and they would also have to work with other communities.
130
131
Ms. Collins stated the Roseville Community Fund has $2500 available for grants and there may
132
be other potential grant opportunities.
133
134
