Regular City Council Meeting <br /> Monday,August 11,2014 <br /> Page 33 <br /> tions starting in 1.5 years; and if everyone says no, the City of Roseville would <br /> still benefit. <br /> At the request of Councilmember McGehee, Mr. Heiser addressed some of the <br /> software applications handled in-house specific to the City of Roseville, in addi- <br /> tion to the complexity of managing the law enforcement's mobile units beyond <br /> their day-to-day functions through agreements with other municipalities who were <br /> having difficulties on their own. Mr. Heiser noted that the City's IT Division was <br /> able to trouble-shoot some of those software applications and now other munici- <br /> palities and agencies depended on the City's expertise, especially with security <br /> and encryption requirements. <br /> Councilmember Laliberte, while recognizing this request in the 2015 budget, but <br /> being asked to expedite it now, stated that she was not comfortable making that <br /> decision tonight, or with funding being identified from License Center reserves, <br /> whether for short- or long-term funding. Without having more specifics available <br /> and additional funding confirmed, Councilmember Laliberte opined that further <br /> conversation was needed before she could make that decision. <br /> Toward the funding source, Councilmember Etten suggested City Council support <br /> of the position for the remainder of 2014 and under the 2015 budget by using re- <br /> serve funds during the interim, until support from partners could be sought in <br /> 2016 as new contract negotiations were underway. Councilmember Etten stated <br /> that this could serve as a stop gap to pay for this quality position until the partners <br /> could provide more help; and still consider the option as part of the 2015 budget <br /> process. <br /> At the request of Mayor Roe, Mr. Miller advised that the License Center reserves <br /> should have the ability to fund the position without drawing down on cash annual <br /> operating surplus at this time. <br /> McGehee moved approval of the establishment of a new IT Systems Engineer po- <br /> sition in the Information Technology Division as detailed in the RCA dated Au- <br /> gust 11, 2014; funded by License Center surplus dollars until a positive plan from <br /> consortium is identified going forward <br /> Mayor Roe declared the motion failed for lack of a second. <br /> Willmus moved, Laliberte seconded, taking no action and continuing discussions <br /> as part of the 2015 Budget for this position. <br /> Mr. Miller stated that he had attempted to identify a sense of urgency for the City <br /> Council in meeting the increased demands of the new park facilities and network <br /> facilities; requiring someone to monitor them once in place and manage projects <br /> to get them in place, none of which were part of the IT Division's current work <br />
