Roll Call <br />10 <br />11 <br /> Present: <br />Chair Dean Maschka; Members Vicki Lee; William Masche; and Susan Elkins; with <br />12 <br />Member Kelly Quam arriving at approximately 6:03 p.m. <br />13 <br />14 <br /> Excused: <br /> Members Bill Majerus and Jason Etten <br />15 <br />16 <br />Staff Present: <br /> HRA Executive Director Jeanne Kelsey <br />17 <br />18 <br />3.Approval of Minutes <br />19 <br />Motion: Member Elkins moved, seconded by Member Lee to approve the Regular HRA Meeting <br />20 <br />Minutes of May 20, 2014 as presented. <br />21 <br />22 <br />Ayes: 4 <br />23 <br />Nays: 0 <br />24 <br />Motion carried. <br />25 <br />26 <br />Member Kelly Quam arrived at this time, approximately 6:03 pm <br />27 <br />28 <br />4.Announcements, Agenda Adjustments, Recognitions, Correspondence, and Comments <br />29 <br />Chair Maschka congratulated Ms. Kelsey on her appointment as Executive HRA Director. <br />30 <br />31 <br />An amended agenda was approved by consensus, with staff’s addition of an additional proposal for the <br />32 <br />property at 1840 Hamline Avenue. <br />33 <br />34 <br />5.Community/Citizen Comments <br />35 <br />Jamie Crandall and Greg Tharaldson; residing at 1390 Shryer Avenue; Roseville, MN, were present to <br />36 <br />offer an additional proposal for purchase of the property at 1840 Hamline Avenue. Ms. Crandall <br />37 <br />provided information on their proposal for a sustainable home, incorporating many green and/or energy <br />38 <br />efficient amenities, which her father, Eugene Crandall, a general contractor, would be constructing. <br />39 <br />Ms. Crandall displayed preliminary exterior elevations and sample floor plan, that she admittedly had <br />40 <br />just downloaded from a website, and showed a Craftsman style home. At the request of Chair <br />41 <br />Maschka, Ms. Crandall stated that, while they were still in the preliminary stages of determining <br />42 <br />financing for construction of the new home, and would need to sell their current residence, they <br />43 <br />anticipated a construction start this fall if and when financing was confirmed. Ms. Crandall clarified <br />44 <br />that she had just contacted a mortgage company regarding financing earlier today; and agreed that both <br />45 <br />financing the new home and selling their current home would be big steps for them to take. <br />46 <br />47 <br />Ms. Kelsey noted that the applicant had provided a $500 deposit, and was proposing the full appraisal <br />48 <br />amount for the lot at $98,000. <br />49 <br />50 <br />While supporting their proposed ideas, Chair Maschka advised that the HRA would need to take this <br />51 <br />additional offer under consideration, since it was received at the last minute and no discussion had been <br />52 <br />held related to this proposal compared with the initial proposal received earlier for this lot. <br />53 <br />54 <br />As part of the applicant’s due diligence, HRA Executive Director Kelsey advised the applicant that they <br />55 <br />would need to obtain a Letter of Intent from builder and get a letter from their financial lender related to <br /> <br />
