HRA Meeting <br />Minutes – Monday, July 28, 2014 <br />Page 4 <br />1 <br />2 <br />Member Quam questioned the lack of a clause in the DRAFT agreement regarding a <br />3 <br />termination clause for both parties, opining that the current language gave a unilateral right to <br />4 <br />any future amendments to the agreement. <br />5 <br />6 <br />Ms. Kelsey duly noted that omission, and suggested the HRA, at their discretion, authorize <br />7 <br />entering into the agreement, contingent upon review and inclusion of such a termination clause <br />8 <br />in the agreement drafted by the HRA Attorney prior to execution of the document. <br />9 <br />10 <br />11 <br />Motion: Member Lee moved, seconded by Member Elkins to approve participation of the <br />12 <br />RHRA in Saleforce.com database with Greater MSP at an annual fee of $400, as <br />13 <br />presented in the staff report dated July 28, 2014; and DRAFT Agreement attached to the <br />14 <br />report; amended to make approval contingent upon review and language revised to <br />15 <br />include a termination clause as determined by the HRA Attorney. <br />16 <br />17 <br />Ayes: 5 <br />18 <br />Nays: 0 <br />19 <br />Motion carried. <br />20 <br />21 <br />c.Discussion on Living Smarter Slogan <br />22 <br />As detailed in the staff report, Ms. Kelsey reviewed the various tag lines used throughout the <br />23 <br />City; and sought feedback from the HRA on the possibility of contracting with a third-party <br />24 <br />vendor for the HRA to take the initiative to explore the development a of a consistent tagline to <br />25 <br />be used by all City of Roseville Departments of the community to identify with. <br />26 <br />27 <br />As provided in the various attachments and current slogans used, Ms. Kelsey listed some of the <br />28 <br />different slogans currently being used among departments, whether used to specifically market <br />29 <br />the business community, “Living Smarter” opportunities; or those used by the Roseville <br />30 <br />Visitor’s Association (RVA), but all without a consistent element, and often sending a mixed <br />31 <br />message about the community’s identity. <br />32 <br />33 <br />Ms. Kelsey suggested revisiting the intent and the actual audience – whether residents, <br />34 <br />employers and/or employees working in Roseville – or the entire area. Ms. Kelsey noted that <br />35 <br />the City and its Communications Manager was working on the website revamp, and suggested <br />36 <br />that the HRA take the lead in incorporating a consistent logo and message as part of that <br />37 <br />website’s new look. <br />38 <br />39 <br />Ms. Kelsey advised that a third party vendor could guide the City’s staff in implementing a <br />40 <br />consistent tagline to be used throughout the City. As part of that analysis, Ms. Kelsey noted <br />41 <br />that it could involve the community and business owners as well as other third party focus <br />42 <br />groups. Ms. Kelsey noted that, to-date, staff had not initiated use of the allotted $20,000 in the <br />43 <br />2014 HRA budget; and anticipated this research and associated costs to develop a tagline <br />44 <br />would be between $7,500 and $10,000. Ms. Kelsey clarified that this would include working <br />45 <br />with the City’s Communications Manager Garry Bowman to facilitate the process. <br />46 <br />47 <br />Ms. Kelsey further clarified that this work should not be construed as a rebranding of the City <br />48 <br />or meant to change any of the imagery currently associated with the City’s identity, noting that <br />49 <br />the intent was to embrace the City’s current rose logo. Ms. Kelsey advised that this would <br />50 <br />provide a consistent tagline for all entities to use; with the HRA taking the lead in making it <br />51 <br />happen; and involve focus groups and feedback from various groups, including resident, <br />52 <br />businesses., and those using City services and/or programs. Ms. Kelsey noted that the HRA <br />53 <br />to-date has been instrumental in performing bridge-building, and this would simply be another <br />54 <br />example of them taking the initiative. <br />55 <br /> <br />
