HRA Meeting <br />Minutes – Monday, July 28, 2014 <br />Page 7 <br />1 <br />receiving public feedback at ten various townhome meetings and neighbor comments to <br />2 <br />determine actual problems, the approach was significantly modified. Ms. Kelsey noted that <br />3 <br />often the problem appeared to be the Police Department not being aware of the owner of a <br />4 <br />specific property when a code violation or police activity prompted the need to contact the <br />5 <br />owner versus the renter; and how best to address those issues. Therefore, Ms. Kelsey advised <br />6 <br />that the rental registration process was implemented; but now six years later, the condition of <br />7 <br />some of those rental properties continued to deteriorate and continued to cause problems. <br />8 <br />9 <br />Ms. Kelsey suggested that the HRA take this opportunity to revisit the rental housing issue <br />10 <br />through a public process to hear from neighbors, neighborhoods, property owners, and tenants, <br />11 <br />and to determine if there was a concentrated problem in certain areas. Ms. Kelsey advised that <br />12 <br />her recommendation would be to include funds in the 2015 budget for a third party facilitator, <br />13 <br />such as Barbara Raye who facilitated the previous meetings; and for that facilitator to have her <br />14 <br />staff provide a report and make a recommendation to the HRA. <br />15 <br />16 <br />Chair Maschka noted the problem in his neighborhood with the current housing market once <br />17 <br />again making it beneficial for parents to purchase a single-family home, and rent it out to <br />18 <br />several college students, which he found happening on the east and west side of Snelling <br />19 <br />Avenue in particular. <br />20 <br />21 <br />Ms. Kelsey noted that, technically, no more than four unrelated people could reside in a single- <br />22 <br />family home; but admitted there needed to be a program in place to address problem properties <br />23 <br />and a penalty sufficient to encourage compliance. <br />24 <br />25 <br />Chair Maschka concurred that additional discussion was needed, and how to address related <br />26 <br />issues (e.g. parties, parking on streets, and other issues) for these properties; and directed staff <br />27 <br />to include further discussion on a future agenda. <br />28 <br />29 <br />9. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />30 <br />Ms. Kelsey provided a brief update on the Dale Street Redevelopment Project; and current negotiations <br />31 <br />on the Development Agreement. Ms. Kelsey noted it was challenging to complete the paperwork with <br />32 <br />various summer and vacation scheduled; but advised that representatives were scheduled to meet later <br />33 <br />this week to continue working on the remaining challenging details. <br />34 <br />35 <br />At the request of Member Quam, Ms. Kelsey advised that the HRA Attorney would need to authorize <br />36 <br />when it was appropriate to circulate the Development Agreement to the HRA and make the document <br />37 <br />public. However, Ms. Kelsey noted that the final Development Agreement would require a formal <br />38 <br />public action of the HRA Board and City Council once remaining issues were resolved. <br />39 <br />40 <br />10.
