<br />4. There is no hardship or practical difficulty that would justify granting the <br />variance. The names of tenants could be incorporated into the existing <br />ground sign which is used for building identification or additional signage <br />could be placed on the building as a wall sign. <br /> <br />5. The proposed variance is not in harmony with the general purpose and intent <br />of the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />6. The proposed variance, if granted, will adversely affect the public health, <br />safety, and general welfare. <br /> <br />7. The City has recently approved a planned unit development for an adjoining <br />site wherein two building identification pylon/ground signs are the maximum <br />allowed for the entire development, which includes up to five buildings. <br />Approval of this variance for a second pylon/ground sign for one building will <br />set a precedence and may encourage other developments within the <br />community to apply for a similar variance. <br /> <br />4J1 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report and the lack of hardship <br />or practical difficulty, staff recommended denial of the request for a variance to allow <br />the placement of a second ground sign on a corner lot at 2277 Highway 36 West <br />and to reduce the front yard setback of said sign to five feet. <br /> <br />M PLANNING COMMISSION <br /> <br />5.1 On August 13, 1997, the Planning Commission held a public hearing on the request. <br />Dan Clemens, Vision World, was present to answer questions and provide <br />additional information. No residents present commented on this request. <br /> <br />5.2 The Planning Commission discussed alternatives for placing additional signage on <br />the property, how granting this variance would set a precedence, and the <br />background of the City's sign regulations. <br /> <br />5.3 The Planning Commission recommended denial of the request for a variance to <br />allow the placement of a second ground sign on a corner lot at 2277 Highway 36 <br />West and to reduce the front yard setback of said sign to five feet. <br /> <br />fJJ SUGGESTED COUNCIL ACTION <br /> <br />6.1 It is the Council's policy to accept public comment as time permits. <br /> <br />6.2 By resolution, deny the request for a variance to allow the placement of a second <br />ground sign on a corner lot at 2277 Highway 36 West and to reduce the front yard <br />setback of said sign to five feet, based on the findings outlined in Section 3.1 of this <br />report. <br /> <br />RCA (PF2924) - 08/25/97 - Page 3 of 4 <br />
