2.2 Mr. Skundberg is requesting a variance from Section 1004.020, City Code, to
reduce the minimum lot area from 11,000 square feet to 9,670 square feet and
6,915 square feet, and to reduce the minimum lot width from 85 feet to 71.6 feet for
the purpose of purpose of splitting a through lot into two parcels.

2.3 The 16,585 square foot (.38 acre) lot has frontage on both Dale Street Nand Alta
Vista Drive N. An existing dwelling is located on the westerly side parcel facing Alta
Vista Drive N. When Dale Street was relocated in the late 1960s from Alta Vista to
its present location, all of the lots in this area became through lots (also known as
double frontage lots because they have street frontage on two opposite sides). The
lot widths in this area vary from 60 feet to 110 feet. Several lots in this area have
been split into two lots since the relocation of Dale Street North. The lot directly
north of this parcel was split into two lots in 1983.

2.4 The Ramsey County Assessor's office lists the size of this parcel as 67' x 285'
(19,085 square feet); however, the City of Roseville's maps show the size of this
parcel as 71.64' x 231.5' (16,585 square feet). The difference in size can be
attributed to roadway easements for Alta Vista Drive N and Dale Street N, as well
as a utility easement along the southern property line. The 16,585 square foot
measurement is the actual size of the buildable portion of the lot, without the area
taken by the roadway easement for Alta Vista Drive N and the roadway easement
for Dale Street N.

2.5 A utility easement is located along the southern ten feet of this parcel. This
easement was conveyed to the City in 1986 in conjunction with Project 85-03-1 and
contains a six inch water main.

2.6 Sanitary sewer is not available in Dale Street N; therefore, sanitary sewer service
would need to be extended across the westerly parcel from Alta Vista Drive N to the
easterly parcel. The elevation of Alta Vista Drive is approximately 920 feet, while
the elevation of Dale Street N is approximately 910 feet. The sanitary sewer in Alta
Vista Drive is also at :1:910 feet, so a grinder and pump will be needed in order to
service the new lot. A ten foot wide sanitary sewer easement will also be required
along the northem edge of the westem lot. Water is available in Dale Street Nand
can be extended to service the new lot.

2.7 Concerns have been expressed regarding the soils in the area. It appears that a
ravine was located along the eastern portion of the lot in the past and was filled in
conjunction with the development of Dale Street. The quality of fill in this area is
questionable, as the property owner to the north had to undertake substantial soil
correction activities prior to constructing the dwelling on the lot.

2.8 A driveway onto Dale Street N will need to be approved by Ramsey County, since
Dale Street N is a county road with a posted speed limit of 45 mph.

PF#2925 - RPCA (09/10/97) - Page 2 of 4
