U S WEST Communication. Group
428 North Falrview Room 101
51. Paul, MN 55104

Wlrel...

Ilj.~

requirements for a US WEST site in this vicinity at approximately 1000 mobiles during
busy hour which equates to at least one loaded PCS cell site.

The Roseville water tower is approximately 1 KIn South East of our proposed site
(MIN-I04). There are two or three different providers on the lattice tower just by the
Roseville water tower. The associated antennas belonging to the specific providers on
this lattice tower are mounted at approximately 120 ft, 130 ft, 150 ft, 160 ft and 180
ft. Also, the water tower itself is approximately 65 ft to the stem and 115 ft to the top.
First, since our overall system requirements require us not to be higher than 90 ft on
cell sites in the vicinity, it is technically not feasible to locate antennas on the water
tower at a similar height because of shadowing effects and interference from the
adjacent lattice tower. Placement of antennas on the top of the water tower at
approximately 115 ft. cannot be accommodated due to the stringent height requirements
needed to be met at the particular site. And besides, locating antennas at that height is
also not feasible from a Radio Frequency engineering perspective because of associated
interference from the transmitters on the lattice tower. Moreover, due to the proximity,
the iron/steel structure of the lattice tower will also cause extensive signal distortion
leading to severe degradation of system performance. Additionally, since US WEST
wireless is using CDMA technology to implement the network in the twin cities area,
adjacent cell interference is one major factor while locating cell sites at c~?-
distances from each other. Because US WEST has an approved site (MIN-l~ at 2233
Hamline Avenue North, Roseville, locating another cell site near the vicinity of the
Roseville water tower will cause undue interference to this site (vice versa) leading to
system-wide degradation of service. Because of the above technical reasons it will not
be possible to locate our antennae on the Roseville water tower and still meet the
capacity and coverage requirements imposed by the overall network on this particular
site.

Please do not hesitate to contact me directly at (612)642-6039 should you have
any further questions regarding the analysis.

Sincerely,
~~/C4

Khursheed Khan
RF Design Engineer
