This policy applies to the Hanson request. <br /> <br />It is also the policy of the City of Roseville to issue blanket minor variances for <br />driveway side yard setbacks when nonconforming driveways are replaced, provided <br />the property is located in an R-1, Single Family Residential District, and used for <br />residential purposes. This policy applies to the Fuhrman request. <br /> <br />It is also the policy of the City of Roseville to issue blanket minor variances for <br />driveway side yard setbacks when there is a hardship or practical difficulty, provided <br />the property is located in an R-1, Single Family Residential District, and is used for <br />residential purposes. This policy applies to the Seaberg and Seaberg requests. <br /> <br />2.4 Section 703.04B, City Code, states "residential driveways shall be constructed so <br />that the edge of the driveway nearest to the side lot line shall be a minimum of five <br />feet from the side lot line." <br /> <br />JJ1 STAFF COMMENT/RECOMMENDA TION <br /> <br />3.1 Requests were received from all property owners in accordance with City policy. All <br />requests included an application form, sketch of the driveway, and written approval <br />from the adjacent property owner affected by the variance. <br /> <br />3.2 Staff recommends approval of the five blanket variances based on the following <br />findings: <br /> <br />1. The existing setback from the adjacent property line will not be reduced for <br />any of the following properties: Hanson and Fuhrman. <br /> <br />2. Because of the location of mature trees on the lots, there is practical difficulty <br />in maintaining the required five foot setback for driveways on the following <br />properties: Seaberg and Seaberg. <br /> <br />3. The width of the driveway will not exceed 26 feet at the property line for any <br />of the properties listed. <br /> <br />4. The proposed blanket variances are in harmony with the general purpose <br />and intent of the City's Comprehensive Plan and Title 10 of the City Code <br />(Zoning). <br /> <br />5. The blanket variances, if granted, will not adversely affect the public health, <br />safety, or general welfare. <br /> <br />4.0 SUGGESTED ACTION <br /> <br />4.1 By motion, approve the following blanket variances based on the findings outlined <br />in 3.2. <br /> <br />Blanket Variances - RCA (07/14/97) - Page 2 of 3 <br />
