<br />BELAIR's RIDER B <br />July 9, 1997 <br /> <br />1. Current Conditions. This two acre site is currently vacant and unmanaged. It is in <br />code violation regarding vegetation, random dumping, and abandoned vehicle disposal. The <br />site is unbuildable because of the vast underground pipelines and overhead electrical <br />highlines, which encompass virtually the entire two acres site; therefore, outside parking is <br />an ultimate highest best use. The property to the north is the State Vehicle Emission <br />Facility; the property to the west is Berger Transfer's secured trailer storage lot; the <br />property to the south is a secured truck and new auto storage lot; and the property to the east <br />is Cleanco's Truck Wash and Fuel Statio~. Our proposed use is compatible with all <br />adjacent uses. <br /> <br />2. Clem1-Up. Belair Excavating is a business unit of Belair Builders. Belair Excavating <br />and NSP jointly will conduct an environmental assessment and legally dispose of debris, <br />drums, and dumped soil. <br /> <br />3. The Plan. We are attaching plan Rider C, 3 pages of 3, which shows the current <br />condition and the proposed scope of work; it also includes a profile of each in section view. <br />Drainage will flow west and north into an existing drainage ditch and then to the large pond <br />area constructed during the 1985 Berger Transfer development. The quality, quantity, and <br />velocity of water will improve because proposed conditions will be controlled by a more <br />gradual slope; further, the surface will be debris-free. The north, east, south perimeter <br />boundaries will be fenced and gated; the west boundary is naturally controlled by the <br />existing drainage ditch. The fencing will consist of a 6 feet 9 ga. 2" galvanized link with <br />screen slots and topped by three (3) strands of barbed wire. The surface will be a 15" <br />section of MnDot specified Class VI rock base. This base is currently and successfully used <br />at the Berger Facility. <br /> <br />4. The impact of the Proposal. This proposal generates no noise, no emissions, nor any <br />waste. The traffic impact is minimal since an average of six (6) trailer moves per day are <br />expected. Safety will be enhanced because Berger's security guards are on duty twenty-four <br />hours a day; further, the area will be locked each night. We propose five year interim <br />periods. The NSP/Berger lease is based on a five year lease renewable in five year <br />increments. We simplify the system between all parties if renewal periods coincide. <br /> <br />In summary, the existing site violations will be totally corrected and brought to compliance. <br />Public well-being and safety are enhanced by the improved and controlled parking facility. <br /> <br />F:\USER\GINA\BRGRPRO.797 <br />
