<br />2.3 In conjunction with development of the trailer storage lot, the site will be cleaned up <br />and site drainage will be improved. Belair Excavating and NSP will jointly conduct <br />an environmental assessment and legally dispose of debris, drums, and dumped <br />soil on the site. The site will also be regraded to drain to the west and north into an <br />existing drainage ditch along the west edge of the property, and then to a storm <br />water retention pond constructed in 1985 on the Berger Transfer property, <br /> <br />2.4 The north, east, and south boundaries of the trailer storage area will be fenced and <br />gated. Fencing will consist of a six foot 9 gauge 2 inch galvanized link fence with <br />screen slots, which will be topped with three strands of barbed wire for security. <br />The west boundary will not be fenced, since the drainage ditch provides a natural <br />barrier. The storage lot will then be surfaced with 15 inches of MnDOT-specified <br />Class VI rock base, which is the same base currently being used at the Berger <br />facility , <br /> <br />2.5 The trailer storage lot will be locked each night, and the site will be monitored by <br />Berger's security guards 24 hours a day, <br /> <br />2,6 Section 1007,02B states that all open and outdoor storage is prohibited within light <br />industrial district. <br /> <br />Section 1012,09 outlines the process and standards for issuance of an interim use <br />permit. <br /> <br />3J1 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The proposed interim use of the property for a secured trailer storage lot will <br />have a minimum impact on traffic in the area, since an average of six trailer <br />moves per day are expected. <br /> <br />2. The proposed interim use of the property for a secured trailer storage lot will <br />not have an impact on parks, streets and other public facilities, <br /> <br />3. The proposed interim use of the property for a secured trailer storage lot will <br />be compatible with contiguous properties. <br /> <br />4. The proposed interim use of the property for a secured trailer storage lot will <br />not have an adverse impact on the market value of contiguous properties. <br /> <br />5. The proposed interim use of the property for a secured trailer storage lot will <br />not have an adverse impact on the general public health, safety and welfare. <br /> <br />PF#2937 - RPCA (08/13/97) - Page 2 of 3 <br />
