Motion: Member Wietecki moved, seconded by Member Wilke, to recommend, to the City Council, approval of the interim use permit to allow the development of a secured exterior trailer storage area for Berger Transfer and Storage, Inc. on property owned by Northern States Power along County Road C2, based on the findings outlined in the staff report of August 13, 1997 and with the following seven conditions: 1 . That portion of the perimeter fence on the south side of the property along County Road C2 must be set back a minimum of 30 feet from the south property line and in line with the southern fence on the Berger Transfer and Storage property to the west. 2. The setback area along County Road C2 must be landscaped similar to the landscaping along the south side of Berger Storage and Transfer's property. (Boulevard trees in accordance with the Street Tree Master Plan - trees from the East-West County Road group planted no less than 35 feet on centr.) 3. The initial term of the interim use permit shall be for a period of five years. Upon review and hearing, the interim use permit may be issued for additional periods up to five years each. 4. The interim use permit shall be reviewed administratively on an annual basis on the anniversary date of the resolution granting the interim use permit, with a staff report submitted to the Planning Commission and City Council as needed. 5. The effect on the storm water system to be reviewed/approved by Rice Creek Watershed District. 6. The fence and trailers must be properly electrically grunded through defined plans and procedures. 7. The high wire sag must be in accordance with National Electrical Standard Codes. On roll call vote, the following voted in favor: J. Mulder, E. Cunningham, D, Wilke, K. Wietecki, J.
