LAND USE <br />It m Description: Berger Transfer and Storage, Inc. request for an interim use permit to <br />allow a secured storage area on NSP property along County Road C2 <br />(PF#2937). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Berger Transfer and Storage, Inc. is requesting an interim use permit to allow a <br />secured exterior trailer storage area on property owned by Northern States Power <br />along County Road C2. Requests for interim use permits are processed in the <br />same manner as conditional use permit. <br /> <br />1.2 The interim use permit process for this request allows the City to consider interim <br />uses which might not be consistent with the land use designated in the City's <br />comprehensive plan or might fail to meet all of the zoning standards established for <br />the zoning district within which it is located. In reviewing the interim use permit <br />application, the City will establish a specific date or event which will terminate the <br />use on the property. The process also allows the City to impose those conditions <br />it considers necessary to protect the public health, safety, and welfare. In <br />considering the request, the City gives consideration to the compatibility with <br />adjoining properties; impacts on traffic, public facilities, and property values; and <br />impact on the general health, safety, and public welfare. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Berger Transfer and Storage, Inc. has a potential lease agreement to develop a <br />secured exterior trailer storage lot on a 1.9 acre parcel, which is owned by Northern <br />States Power. The property is located in an 11, Light Industrial District, and the <br />Comprehensive Plan identifies this property as Industrial. Adjacent land uses <br />include railroad right-of-way and Berger Transfer's secured trailer storage lot to the <br />west, a secured truck and new auto storage lot to the south, a truck wash and fuel <br />station to the east, and the State's vehicle emission facility to the north. <br /> <br />2.2 The site is currently vacant, is overgrown with vegetation, and has become a <br />dumping ground for debris and abandoned vehicles. In addition, underground <br />pipelines and overhead electrical high lines traverse the entire site. <br /> <br />2.3 In conjunction with development of the trailer storage lot, the site will be cleaned up <br />and site drainage will be improved. Belair Excavating and NSP will jointly conduct <br />an environmental assessment and legally dispose of debris, drums, and dumped <br /> <br />RCA (PF2937) - 08/25/97 - Page 1 of 4 <br />
