REQUEST FOR COUNCIL ACTION <br /> Date: August 25, 2014 <br /> Item No.: 12.c <br />Department Approval City Manager Approval <br />Item Description: Review of Housing Redevelopment Authority Levy Request for 2015 <br />B <br />ACKGROUND <br />1 <br />On August 19, 2014, the RHRA Board was presented with the attached budget information, <br />2 <br />which was prepared by RHRA staff and reviewed by the RHRA Finance Subcommittee. The <br />3 <br />RHRA adopted Resolution No. 58 in support of the proposed levy amount of $741,498. <br />4 <br />PO <br />OLICYBJECTIVE <br />5 <br />The RHRA power to levy is subject to a resolution of consent from the City Council. <br />6 <br />BI <br />UDGET MPLICATIONS <br />7 <br />The maximum levy the RHRA can impose in 2015 is $741,498, which is a 5.4% increase from <br />8 <br />the 2014 levy of $703,579. The 2013 budget was $698,471, which was an increase of less than <br />9 <br />.75% so the 2014 increase was very slight. The RHRA is seeking the maximum levy in order to <br />10 <br />reestablish funding for the Neighborhood Enhancement Program (NEP), which was not <br />11 <br />conducted in 2014 due to the staffing limitations created by the new Rental Licensing Program. <br />12 <br />The RHRA levy also includes funding to support the implementation of several research projects <br />13 <br />a review of the current Rental Registration Program, a study of the Hotel/Motel disinvestment, <br />14 <br />and a study of Southeast Roseville indentified by the City Council and the RHRA at their joint <br />15 <br />meeting on July 7, 2014.
