REQUEST FOR COUNCIL ACTION <br /> Date: August 25, 2014 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Renewal of Ramsey County GIS User Group Joint Powers Agreement <br />B <br />ACKGROUND <br />1 <br />The Ramsey County User Group is an alliance formed in 1995 between public agencies <br />2 <br />interested in utilizing geographic information systems (GIS) data that has been created by the <br />3 <br />agencies and maintained by Ramsey County. The Ramsey County GIS Users Group is seeking <br />4 <br />the renewal of its Joint Powers Agreement for the three-year period 2015-2017. Previous <br />5 <br />agreements have been approved by Council at the July 28, 1997, January 10, 2000, September <br />6 <br />15, 2003, November 11, 2005, August 22, 2008 and September 10, 2011 meetings. The new <br />7 <br />agreement contains only slight modifications from the previous agreement, which mostly <br />8 <br />includes dates and statute updates. <br />9 <br />PO <br />OLICYBJECTIVE <br />10 <br />The joint powers agreement allows each member organization to add its own unique data to that <br />11 <br />supplied by the County as part of the agreement to create a rich and powerful tool to assist in <br />12 <br />organizational decision-making and day-to-day operations. The Users Group is seen as a model <br />13 <br />in the metropolitan area in how units of government can work in collaboration to effectively <br />14 <br />exchange and utilize GIS data, services and knowledge. <br />15 <br />FI <br />INANCIAL MPACTS <br />16 <br />The annual fees for Ramsey County city members are based on population. The 2014 fees for <br />17 <br />Roseville were $3,390. There is no significant change to this amount proposed for 2015. As a <br />18 <br />member of the Users Group, Roseville has access to Ramsey County GIS data and is provided <br />19 <br />physical features and aerial photography updates.
