It should be noted that based on those speed study results, we can’t expect the prevailing speeds <br />33 <br />to drop to 30 miles per hour simply because we post new speed limit signs. However, the speeds <br />34 <br />do drop as traffic gets further west as more homes are visible and likely more activity, both <br />35 <br />vehicular and pedestrian, is present. With the construction of the pathway which will effectively <br />36 <br />narrow the eastbound lanes, the character of the roadway will change and there may be more <br />37 <br />activity along the roadway which may have some impact on prevailing speeds. <br />38 <br />Since the possibility of lowering the speed limit was communicated to the public earlier this year <br />39 <br />staff has received comments both in support and in opposition of lowering the speed limit to 30 <br />40 <br />miles per hour. The neighborhood has been notified of this item at this Council meeting and they <br />41 <br />have been encouraged to comment on this item in writing if they can’t make the meeting. As of <br />42 <br />th <br />Wednesday morning, August 20, staff had received 8 comments regarding the speed limit <br />43 <br />change. Five of those comments were in support of the speed limit change to 30 mph and three <br />44 <br />were opposed to the lowering it to 30 mph. Any written comments are attached. <br />45 <br />PO <br />OLICYBJECTIVE <br />46 <br />The City of Roseville is bound by State Statutes for the establishment of speed limits, but also <br />47 <br />attempts to establish and maintain roadway sections, speed limits and traffic control consistent <br />48 <br />with the functional classification of the roadways as established in the City’s Transportation <br />49 <br />Plan. <br />50 <br />FI <br />INANCIAL MPACTS <br />51 <br />There are only minor costs related to the replacement of the speed limit signs along this stretch <br />52 <br />of roadway if the speed limit is adjusted, estimated at less than $50 per sign. Staff would <br />53 <br />recommend four total signs. City staff would install the signs.
