<br />2.4 The applicant has submitted a concept plan for development of the site and has <br />been working with staff on site planning and design standard issues. In response <br />to staff's comments, changes have been made to the original concept plan. The <br />most recent concept plan includes a 28,800 square foot retail facility, including Golf <br />Galaxy (20,000 square feet) and another retail tenant (8,800 square feet). The <br />concept plan includes one access on County Road B2, one access on Cleveland <br />Avenue, 121 off-street parking spaces, and a loading area on the east side of the <br />building. The building will be constructed of textured concrete block, such as rock <br />face block or split face block, which has been integrally colored. <br /> <br />2.5 Assuming that 15 percent of the building is used for storage area, the number of off- <br />street parking spaces proposed is adequate. If a smaller percentage is used for <br />storage, based on the building plans, additional parking will be required or the size <br />of the building will need to be reduced. <br /> <br />2.6 Municipal utilities are located adjacent to the site and can be extended to service <br />the site. In addition, the applicant has been working with the Rice Creek <br />Watershed District on the development of a storm water retention pond on site. The <br />Fire Marshal has indicated that additional fire hydrants will be needed on site and <br />that the applicant may be required to loop the water main from County Road B2 to <br />Cleveland depending on flow requirements. <br /> <br />2.7 The concept plan for development is attached. The applicant intends to submit site <br />and building plans for review by staff while the rezoning is being considered by the <br />Planning Commission and City Council. <br /> <br />2.8 Chapter 1015 of the City Code outlines the procedure for amendments to the <br />Zoning Code, including the rezoning of specific properties. <br /> <br />3Jl STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The City's Comprehensive Plan designates this property as Business. <br /> <br />2. The City's Comprehensive Plan states that this area should be developed as <br />retail and office uses. <br /> <br />3. The property is currently zoned 11, Light Industrial District. <br /> <br />4.
