The applicant holds <br />a purchase agreement for the property, which is owned by Thomas Willmus. <br /> <br />2J1 BACKGROUND <br /> <br />2.1 Oppidan Investment Company holds a purchase agreement for a 2.62 acre parcel <br />located at 2020 County Road B2, which is located in the southwest corner of the <br />intersection of County Road B2 and Cleveland Avenue North. The property is <br />currently vacant, designated as Business in the City's Comprehensive Plan, and <br />located in an 11, Light Industrial District. Adjacent land uses include a combination <br />of commercial and light industrial to the north, south, east, and west. <br /> <br />2.2 This property is located in Planning District 10. The City's Comprehensive Plan <br />designates the entire area south of County Road C, west of Fairview Avenue, north <br />of Highway 36, and east of Interstate 35/Cleveland Avenue as Business. The <br />summary of issues section for Planning District 10 also states, "south of County <br />Road B-2 and east of Cleveland, there are a number of sites currently zoned for <br />industrial use. The Comprehensive Plan illustrates this area as being a primary <br />business retail area. When the zoning consistency public hearings occur, these <br />sites should be designated for retail and office uses." <br /> <br />2.3 The Tower Place Business Park Redevelopment Plan Master Plan outlines <br />redevelopment potential of the area south of County C, west of Fairview Avenue, <br />north of County B2, and east of Cleveland Avenue; however, the plan also <br />addresses lands directly adjacent to the study area. One finding of this plan was <br />that the area should remain a mixed use area wherein light <br />manufacturinglwarehousing, service lodging, office, and retail uses can co-exist <br />provided site are properly planned and there is adequate capacity on adjacent <br />roadways and within existing utilities. <br /> <br />PF#2944 - RPCA (09/10/97) - Page 1 of 3 <br />
