<br />/~/~ <br />~J' <br />~ <br /> <br />REQUESTFORCOUNC~AcnON <br /> <br />DATE: 08/11/97 <br />ITEM NO: F- 4 <br /> <br />Department Approval: e -Af>p~oved: Agenda Section: <br />~ (~ REPORTS <br />Item Description: Lake Ridge parking lot expansion - approval of excavation permit and <br />planting/fence design - 2727 Victoria Street N <br /> <br />~ REQUESTEDACnON <br /> <br />1.1 Lake Ridge is requesting approval of an excavation permit to allow the excavation <br />of 10,000 to 12,000 cubic yards of material and approval of a planting and fence <br />design for the expansion of an off-street parking area on the north side of its <br />property. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Lake Ridge is in need of additional off-street parking and has been working with the <br />City for several years on ways to address the parking shortage on the site. Wood hill <br />Drive was posted as no parking several years ago to address the concerns of the <br />neighborhood. In addition, Lakeview Avenue is currently experiencing Lake Ridge <br />employee car parking. Lake Ridge has also had a cooperative arrangement with <br />Meredith Cable for several years for off-street parking on Meredith's property; <br />however, Meredith has recently requested Lake Ridge to make alternative <br />arrangements since Meredith needs the off-street parking spaces for its employees. <br /> <br />2.2 In 1996, Lake Ridge submitted a plan which would create an off-street parking area <br />on the east side of the building. When the plan was reviewed by City staff, <br />concerns were expressed that such an off-street parking area would adversely <br />impact the curb appeal of the property along Victoria Street N. Since that time, <br />Lake Ridge has been working on alternative plans to address its off-street parking <br />needs. <br /> <br />2.3 Representatives from Lake Ridge met with Assistant City Engineer Jay Kennedy <br />and City Planner Kim Lee on several occasions in May and June, both on site and <br />at City Hall, to discuss the proposal for a parking lot expansion on the north side of <br />the Lake Ridge property which will add approximately 65 spaces. Suggestions <br />made by City staff were incorporated into the plans submitted to the City for a <br />building permit. During these meetings, the staff told Lake Ridge representatives <br />that the work could be completed with only a building permit and no City Council <br />action was required because the property was located in a B 1 Limited Business <br />District. Lake Ridge officials developed the timelines for the project and have <br />incurred expenses to date based on this information. <br /> <br />Lake Ridge - RCA - Page 1 of 3 <br />
