Mr. Groves started tree cutting on Sunday, July 6, 1997, without permits. Later in the month he began excavation without a permit. He has taken down trees on the adjoining northerly Bev Blair's property without permission, but has reached an agreement for re-Iandscaping with the owner. A major concern here is the number of trees cut and the amount of material that has been moved around on the site to make space for a house. A permit was issued on July 30, 1997 for house construction. Since then our staff has seen three different designs for the house. Gordy has placed a stop work order on the house plans until the owner could sort out all of the housing and footing plans. Construction fencing is up but make be too weak to hold a child from falling down the slope. Mr. Tessmer, an adjacent neighbor to the south/visited with Gordy and me about this case on August 5, 1997. In addition to the above concerns, he expressed concern about the side yard setback and building height, blocking his view of the lake. Mr. Grove now proposed a tuck under garage, over which a 2 story house would be constructed. The house meets setback and height requirements. Staff, however, is concerned about erosion and retaining walls as well as tree preservation (?) on this and adjoining sites. An engineered retaining wall is recommended in these soils by the Ramsey Soil and Water District staff.
