<br />2Y of Roseville <br />Community Development Department <br /> <br />Memo <br />Aug 8, 1997 <br /> <br />TO: Steve Sa rkozy , City Manager <br />FROM: Dennis Welsch, Community Development Directo~2) <br />RE: Jeff Groves House - Victoria Avenue <br /> <br />You asked for details on the Groves House and the excavation that is <br />occurring in the lot. Mr. Groves started tree cutting on Sunday, July 6, 1997, <br />without permits. Later in the month he began excavation without a permit. <br />He has taken down trees on the adjoining northerly Bev Blair's property <br />without permission, but has reached an agreement for re-Iandscaping with <br />the owner. A major concern here is the number of trees cut and the <br />amount of material that has been moved around on the site to make space <br />for a house. A permit was issued on July 30, 1997 for house construction. <br />Since then our staff has seen three different designs for the house. Gordy <br />has placed a stop work order on the house plans until the owner could sort <br />out all of the housing and footing plans. Construction fencing is up but <br />make be too weak to hold a child from falling down the slope. Mr. Tessmer, <br />an adjacent neighbor to the south/visited with Gordy and me about this <br />case on August 5, 1997. In addition to the above concerns, he expressed <br />concern about the side yard setback and building height, blocking his view <br />of the lake. <br /> <br />Mr. Grove now proposed a tuck under garage, over which a 2 story house <br />would be constructed. The house meets setback and height requirements. <br />Staff, however, is concerned about erosion and retaining walls as well as <br />tree preservation (?) on this and adjoining sites. An engineered retaining <br />wall is recommended in these soils by the Ramsey Soil and Water District <br />staff. <br /> <br />Building staff will continue to work with Mr. Groves to comply with the <br />building and site codes. <br /> <br />Attachments: Housing drawings and site plans. <br />C:\WPMN60\WPDOCS\CMANAGER\GROVES.RPT <br /> <br />1 <br />
