REQUESTED ACTION <br /> <br />1.1 NIPS, Inc. (Patricia Halverson> is requesting a minor subdivision to transfer a 100 <br />foot deep by 300 foot wide parcel from 2075 Snelling Avenue North (McDonalds) <br />to 2096 Fry Street North (apartments). <br /> <br />2Jl BACKGROUND <br /> <br />2.1 NIPS, Inc. owns the property located at 2075 Snelling Avenue North and the <br />property at 2096 Fry Street North. The property at 2075 Snelling Avenue North is <br />occupied by a McDonalds restaurant, is designated as Business in the City's <br />Comprehensive Plan, and is located in a B3, General Business District. The <br />property at 2096 Fry Street North is occupied by rental four-plexes, is designated <br />as High Density Residential in the City's Comprehensive Plan, and is located in an <br />R3A, Three to Twenty Four Family District. Adjacent land uses are a combination <br />of commercial and multiple family residential. <br /> <br />2.2 NIPS, Inc. is requesting a minor subdivision to allow the division of one recorded lot <br />(2075 Snelling Avenue North) in order to permit the adding of a 100' x 300' portion <br />of the parcel to an abutting lot (2096 Fry Street North). A sketch plan of the <br />recombination was submitted in conjunction with the request. The two resulting <br />parcels will meet the minimum width, depth, and lot area for the zoning district in <br />which each parcel is located. In addition, the west lot line of the McDonalds parcel <br />will now be in line with the commercial properties to the north. The recombination <br />will not create any non-conforming structures or driveways, nor will it reduce the <br />amount of off-street parking on the McDonald's property. <br /> <br />2.3 The applicant has also applied for a comprehensive plan amendment and rezoning <br />of the 100' x 300' parcel being transferred. A hearing on these requests will be held <br />at the Planning Commission meeting on October 8, 1997. <br /> <br />2.4 Section 11 04.04B, City Code, outlines the procedure for a recombination type of <br />minor subdivision. No hearing or Planning Commission review is necessary. If the <br />request is approved, the certificate of survey is approved by the City Manager and <br />Community Development Director and then recorded with the Ramsey County <br />Recorder. <br /> <br />PF#2958 - RCA (09/08/97) - Page 1 of 2 <br />
